O’Neil Outar Joins The Greater Boston Food Bank
as Executive Vice President of Advancement
He brings three decades of experience in development, engagement and communications to bear on
GBFB’s critical mission to address food insecurity
Boston, MA (November 29, 2023) – The Greater Boston Food Bank (GBFB) recently announced the appointment of O’Neil Outar as Executive Vice President of Advancement.
In his role, Outar will oversee GBFB’s fundraising, communications and marketing strategy, departmental budgeting, public relations and public policy to engage external parties to donate financial support or in-kind services in support of hunger relief, as 1 in 3 Massachusetts residents face food insecurity.

Outar joins the Executive Leadership Team, working with the CEO, other members of the executive and senior leadership teams, Board of Directors, Board of Advisors, Board Committees and Emeriti Board to meet key advancement goals and increase GBFB’s food distribution to help close the meal gap in Eastern Massachusetts.

Outar brings over 30 years of experience in leadership roles to GBFB, most recently serving as Vice President of Institutional Advancement at Rhode Island School of Design (RISD) since 2018, where he supported engagement opportunities for alumni, families and the institution’s museum patrons. His contributions enabled RISD to bolster financial aid and make campuswide improvements. Previously, Outar worked at the Massachusetts Institute of Technology, University of Alberta, Tufts University, University of Pittsburgh and Harvard University.
Currently a Special Adviser to The Guyana Foundation, a member of the Advisory Board for the Harvard Data Sciences Review, and an Advisor to Project Citizenship, Outar was a past member of the Board of Directors for Project Citizenship, trustee of the Council for the Advancement and Support of Education, a Commonwealth Study Conference Leader, a Ditchley Scholar, a member of the World Economic Forum’s Knowledge Advisory Group, and an MIT Leader-to-Leader Fellow.
Outar is a first-generation college graduate, born in New Amsterdam, Guyana. He is named in honor of his father’s favorite Australian cricketer, Norman O’Neill. He was educated in New York, New Hampshire, and Massachusetts and holds a Master of Arts in Urban and Environmental Public Policy and a Bachelor of Arts, both from Tufts University.
